The best way would be to find out the ISP and check if its a valid one (Aka. One that a user can buy internet from)

This is kind of like saying "I want to block all players with the first name 'John' from joining my server."
Well john should not use a vpn and be mean and go on alternative accounts to harass people.
Is this even possible? Last time i checked you can really tell if someone is using a VPN unless you check where the IP is coming from a Data center or something.
A good way to detect VPNs would be to see if foreign ports like port 22, 8080, 80(?), 943 (common OpenVPN port), etc are open on the IP the user is using to connect with.

Kinda, it's like blocking all players who say their name is John, there is no way for you to confirm though.
A VPN is a mask over a connection. It's not needed 9 times out of 10, and 9 times out of 10 when it IS used, it's used to be an asshole or spam or make threats now that your main acct is banned.

If you really want to block as many VPN companies as possible, you'll be blocking probably about %15 of actual VPN users.
Most people with decent tech knowledge in that area will just make their own, and then what?
And what about the people who use it for good reasons? I use a VPN at work, at home, in public, no reason I shouldn't be using one, I like knowing my connection is somewhat secure.
You're have to decide if you're going to spend all your time trying to keep your server full of %100 legitimate players, or spend all your time working on the server itself. Sometimes you just have to do what you can and keep progressing.

I currently have a player, he wont leave the server. He keeps coming back harassing everyone. Posting my staff teams skypes in chat. DDoSing them, searching up information about them and then posts it around. He keeps on switching between VPNS and I keep on banning him.
He is literally the biggest pain Ive ever seen. He simply wont leave either.
This is a tough case, because technically whats stopping him from trying VPN after VPN until he finds one that works again?
Sounds like this guy is being a major troll, and his goal is to waste your time and your staffs.
I have found on my server at least, banning them is like fuel to their fire, so finally, I stopped banning them.
However, if I knew it was an alt, I would start to slowly remove permissions from the player simply making the server unplayable to them anymore, take their chat permissions away, make them spawn in the End, ignore them.
They're looking for a reaction, so like a 8yr old kid crying and screaming in the store for candy, just gotta keep doin your thing, and eventually, they'll get over it. Sorry for your situation though, I know what it's like, and it's annoying as hell.

As I mentioned earlier, there is a lot of reasons for wishing to do this. And as a server owner you would like to have control and power fo banning someone who cant run on a vpn with a cracked alt list and bug you forever.
Aswell as there isnt really any reason to be "anonymous" on a minecraft server where only staff sees your IP. And if you're so afraid of your ip being abused for that then well, the server you play on is crap and you shouldnt be on it.
How would you know it is crap before joining it? After you ping the server your ip is already exposed and it is too late.
I doubt someone plans on abusing your ip straight when you join.
The fact is that they can and some people may not like that; thus, the reason they use a proxy. Considering anyone can make a proxy server there really is no way for you to block it. There are also proxy servers you have to pay for and if you are going to hardcode the ip addresses into a file you are going to have to pay for each one.
