If you want it setting up for free, you can hire someone with low rep, and hope they know what they are doing. Sometimes do, but I have seen quite a few times where someone has missed out a vital step and left the VPS vulnerable. (Often not enabling override in the apache config, so people can just download the Multicraft sqlite database).
You can also pay someone around $5 who is more reputable, and generally knows what they are doing installing a panel. (I offer this for around $5).
Or you can pay someone more experienced ($10-20) for peace of mind to be sure everythng is done right.

The "Intel Xeon X3470" would be the better out of the two $30 ones. Due to it having an SSD and higher clockspeed.
Its okay for MC. I wouldnt go as far as saying its not good. Almost 3Ghz base clockspeed, with upto 3.60GHz turbo. Most i7's dont run that much faster than that (3.8GHz to 4.2GHz). He cant afford a dedicated server with an i7 for $30 a month. So it would be either a dedicated X3470 or an i7 shared with several other people. (Which most i7 hosts (6700k +) are $4 per GB +) the X3470 would still be a far better deal in this case.Intel Xeon X3470 isn't good for mc, stick to i7 if you can.
Going on previous experiance, I would say it could deal with 40 - 60 players. If he is wanting 2-3 servers. Then it could do 2-3, 40-60 player servers. Since each server would run on a diffrent thread. Main limit to the number of players, would be the fact that MC's main thread (Where most things happen) is only a single thread. Meaning it cant really utilise more than one core at a time. But several servers, would use several of its cores.I guess for 15 players it will be good I was just thinking overall.
And I would get OVH's VPS SSD 3 and get someone to install Multicraft on it. I'm sure someone can do that for you on here for cheap.
