I doubt many people will sit down and use their own time to teach the ins and outs of Java/the Bukkit API, so if you're willing to pay, there are many courses even on MC-M in the development section.

There are also many tutorials on Youtube that are easily understood, so keep looking on there.

If you want to learn Java, I'd say don't do it for Minecraft Plugins. Minecraft will/is dying sadly. Start something new. Maybe a new program?
