Anyone have experience adding a texture pack on your server

Need advice/help on how to use a texture pack on my server with viaversion and protocolsupport installled. Texture pack works fine on 1.13.2 but lots of the blocks are undefined on 1.8. The texture pack is only used to make enchantments above 4/5 in roman numeral instead of the "enchant.efficency.25"
