Yes, There is a message file, but when you edit it, It doesnt actually change the message.

Stop the server, edit the messages.yml and then start the server.
Have you tried that?

Why: Some plugins tend to stay loaded in the servers memory even when reloading the plugin using its reload command. Therefore it will not pickup any new settings made to some of the configuration files (for example FactionsUUID lang.yml). This of course is not 100% certain and is not a thing that all the plugins do, just some.
