Anyone know how to get a mc server not to get stuck at 0% spawn loaded

Hey everyone, I'm basically trying to set up a semi vanilla mc server and im locally hosting it. It started okay and booted fine but now the world file refuses to load the spawn area. Does anyone know how to fix this?

If you have a backup folder that did work before u can replace those spawns. Also did you already try to delete the spawn folder nether and end folder ?

Don't have a backup folder. I did delete the end and nether and there spawn chunks load just fine but its the world folder that doesn't.
