Just don't get a bank account with a minimum fee... I have several bank accounts, never had to pay a penny of fees; if you don't want to pay fees, don't open an account that charges them (well, overdraft is standard, but that's your fault for bouncing a check :p, and some places offer overdraft protection). Some amount of cursory research is indeed necessary,

But it's alright because you can finally use PayPal.

Wait, look, some guy paid you $10, six times for each rankup. But now he decides to chargeback?
Well it looks like the chargebacks were initiated by the credit card company for 'fraudulent purchase' and PayPal wont give you the money back.
So now you've just lost $60, plus a $10 Chargeback Fee per transaction, and you now have -$120 in your PayPal and -$50 in your bank account and now the debt collectors are knocking at your door demanding your first born child.
So.. either way isn't a good idea...

you send him the money, then the player chargebacks and you get stuck with the fee.

LMAO, hell no. Even though you have a set terms and conditions which they agree to, and even though Virtual Items aren't covered, they can still chargeback and take everything. I've had it happen, all they have to do is call their credit card company and say it's a "Fraudulent purchase" and then, no questions asked, PayPal deducts the money from your account, along with a hefty fee for making the credit card company spend 2 minutes sending an email to PayPal.

I had my chargeback won, and the money returned to my account after pointing that out, then the skid went on to refund it through his Credit card company, and I argued with PayPal for 8 days back & forth emailing.

They told me I won the chargeback, and it wasn't even questionable, but yet, they say that Credit Card Companies > PayPal so they have to give them money, even though they declared it belonged to me.
