Appraisal on my proposal please

I haven't gotten any money yet to even consider paying anyone a suitable amount for what I'm asking for, but i was wondering how much could anyone quote me for something like this:

I want a Dark purple serpent with huge dragon-like wings, that breathes lightning, has no legs and a long spiked spine to a tail of any design that would fit this, and 2 arms

My server is DrakonCraft so I figured I should come up with a definition of a Drakon, and that is what it is. Breathes lightning, has arms, wings, no legs, and a spiked tail. I am dreaming of a big one right outside my hub to make it look awesome with its head facing the players, but if possible have its gleaming purple eyes glance at my players.

Post on here please of professional builders who can make this. I have no money as I do not have donations yet, but I need this for my hub server to look awesome . Please leave an appraisal.
