I suggest moving the comment text box to right below the original post in order so you don’t see other appraisals and get kind of base it off that price.

I can definitely see where you're coming from with this change, but it would make the site far more difficult to navigate. The consistency of knowing to scroll to the bottom of the page to leave a reply is pretty important. Besides, if a user wanted to leave an appraisal they'd definitely scroll down to make sure they're not saying something completely different to everyone else first probably.
