Arduino Development

Hello,

I am looking for someone who is extremely experience with the language of C/C# to develop something for me on an arduino. I am looking to create a hydroponics system and possibly an automated garden but I would like to have a base system for use on the garden. Basically I want the arduino to have Soil Temp/Humididty, Outdoor Temp/Humidity and Soil Temp/Air Temp as sensors. I would then like to have a basic simple kind of bootstrap UI where all that data is relayed to, I would also like to be able to have a camera attached to the arduino that is on the Web UI aswell, either that or an IP camera integrated in the UI.

Note - I am unfamiliar with C so I cannot put a price on this project, but it would be a paid project and if you are ok with it I would want to use it multiple times, BUT NOT RESELL IT (this is important to me).

I'd suggest a Raspberry Pi as an alternative to the arduino. With some breakout it serves the same function however it provides the developer with greater scope and adaptability in terms of language use, it could also run the web server and has a natively supported camera.
