The GTX 770 will perform better. It's able to process more than the 760 and has higher core clock speeds.
With regards to the RAM, picture RAM as a table, you can only have so many books or paper on that table. While having double the table space (double the RAM) can be a bonus it will provide no performance increase if the core cannot get the information out of the RAM and where it needs to be. 2GB is perfectly fine for most uses.
TL;DR: Overall the GTX 770 will out perform the 760.

NEVER buy any hardware as valuable or delicate as that on ebay. 9 times out of 10 the buyer will not accept returns, or if they do they'll simply say it worked before I sent it. Then you've just lost your money.
Buy it new from a shop. We do, all our hardware is brand new.
