I was wondering if it is legal for someone to recode a plugin to have an extra feature. (This is the first time doing this kind of stuff)

Different developers have different feelings, it'd be nice to ask the developer of the original plugin.

If you are going to recode with extra feature with the original plugin's source code then adding the features, you will need to ask the original developer. But recoding the plugin with extra features from scratch, then you don't need to ask the original developer.
But what can the dev do if he does refode it?

That's like saying I'm going to write a book, lets take the bible and add a sentence.
Its their work so you can't steal it.
It's called plagiarism ;)

If you create your own unique work, I don't see why not. By "your own unique work", I mean if you actually write out your own code. If you take the other developer's code and simply modify it, this is not allowed, or even legal in most countries, without permission from the developer (get it in writing).

If it's open source then I don't see why not
But, if not it's always best to get the permission from the original dev

Coming from a developer, It would be nice to know that you were doing something to my (hypothetical) plugin. As long as you don't re-sell it or claim it as your own I'd be happy with that and may even add it to the full version.

Asking the developer means nothing. Look at the software's license. If there is no license you aren't even legally aloud to use it much less modify it.
If you receive the developer's permission, that can override the license (or the lack thereof). Just be sure to get the developer's permission in writing.
