Armor Forge (enchant) plugin

Hello, I'm requesting a developer to help create an armor forge plugin.

Details:
A plugin for vanilla enchants where you can put gear/tools/weapons into a gui using /forge
and get a chance to upgrade the protection, unbreaking, sharpness, efficiency... etc.
Say you put a protection 4 unbreaking 3 piece into the gui, you choose an enchant you would like to upgrade on the gear, and it would be 80% chance to upgrade to protection 5 and 20% chance to downgrade to protection 3, and the chance would get more difficult on each level.
I would like a config for the chances to upgrade/downgrade. Max level would be 8 for everything.
