[ASAP] Simple XP Hill Plugin 1.15.1

Explanation:
I'm in need of a plugin that is a small area (like a KoTH) in which players gain XP from capping it.
When a player caps the Hill, it should admit a message "(Player) Is Dominating The XP Hill! Stop Him!" (With A Prefix)

Rate:


8 XP Every 5 Seconds (able to be changed in config)
Maximum 4 Players Capping At A Time. When another player is on the hill capping the xp per second is divided.

Suggestions:

Either To Be Compatible With W.E (World Edit) Or To Have Its Own Wand In Which To Be Able To Select The Cap Zone.

Commands:
/xphill wand (If Not Compatible With W.E)
/xphill set
