I read a scam report where the user was claiming he was scammed for $0.40 because the buyer didn't cover the PayPal fees even though the seller said he would cover them.

Enough to order off the dollar menu at mcdonalds, but not enough to walk around trying to show up users because they have "a bigger paypal".
