How much would it cost me to get adv for a unique network based around dragonball?
There is some custom features as well such as senzubeans scouters access to /fly when getting a certain powerlevel etc etc

I wanted to know if I want to maintain a 10-15 Player on average and 20-30 on peak
How much should I expect to pay?

So does anyone have an idea of how much would it cost me to maintain a 20+ Playerbase from YTer?

It should cost you 0$ to get that kind of playerbase. Anime based servers genuinely have a decent amount of people joining even if you just have it on a couple server lists. You should be more concerned about whether the players will like the server and stay or not.
