Askyblock and Uskyblock

Hello i have question when i use askyblock i can see my friend's skyblock and i can build only 49blocks ..... then i use Uskyblock they said like this help me out

No you can delete the islands in game or in folder (FTP folder or Plugins folder)

when i type /island restart ...... it still show that command!!!! /is [restart/sethome/info/level/lock/unlock/top/party]

i use spigot 1.8
and 6.0 for worldguard and worldedit 6.0 ...
vault 1.5
and when i install it ..... i can't use any command ...... it still show the command but can't use it ...... like when i type /is .... nothing is happen or when i type /warp ....... nothing happen too
