[Assistance] Help me understand "guaranteed members".

So I own a large Discord and up until recently I haven't really pushed advertisement on that server until obviously now. I've gotten a lot of requests but what people want is a "guaranteed member" number.

Here me out on this:
I have no way of controlling how many people will join an advertised server. Each server ad is widely different in it's appearance, topic, theme, etc. A server icon can change a persons decision to join that server. The service that Discord advertisements as far as I can tell offer, is impressions, namely by tagging here or everyone. As an advertiser I have no means of controlling precisely how many people actually join the server. If I could control that, it would mean I am botting members, which most people don't want. And because every single ad is different I can't post a freebie ad, and count how many people join.
If I make up an arbitrary number that is low for the price I'm requesting people don't want to accept it. If I make up an arbitrary number is higher and seems reasonable for the price, again; I have no way of controlling that number, and most likely if the ad doesn't hit that number the buyer will want a refund.

If someone can explain to me what this is all about, please enlighten me. The MCM advertisement manager doesn't even make "guaranteed member" claims, only factual statistics. https://www.mc-market.org/advertising/
