Attempted Scam - What can I do

I have recently loaned someone $25, and said person agreed to these terms, “I Tye, will be getting a loan from ChiefSmarties ([email protected]). ChiefSmarties will be sending me $25.00 using G&S on Friday, August 31 2018 at precisely 4:55 PM EST. I agree to send ChiefSmarties $40.00 using the paypal [email protected] to the paypal of [email protected]. This $40.00 will be sent on Sunday, September 2 2018 no later than 1:00 PM EST. Also I agree after this loan to supply ChiefSmarties an american football plugin with details that we have previously discussed. If I cannot supply this to him by Sunday, March 8 2018 at 4:00 PM EST I will be sending this user ChiefSmarties $90.00 on this day.” Just to be clear I can provide a screenshot of this person saying this to me in a discord pm. The problem is that I have not been paid what I am due, so I am curious as to what I am able to do in the situation. Also, because he has done nothing to which he agreed to, does this mean he owes me $130.00? I’d appreciate it if anyone can clear all of this up for me so I can take proper action and get what I deserve.

Chargeback on him and open up a scam report.

But due to our agreement, what am I able to get back. Is he responsible for the $40 and the other $90 that was agreed on?
Paypal will most likely only give the 40 but you can try the 90
