Most public plugins rival the quality of private ones. The reasons are in private ones it is - A. Kept to a single server B. Usually only tested on that server C. The code is not seen by other developers, these reasons allow some devs to skip on quality. Not saying that most would, but there are people who do. Public plugins rival the quality of private ones or are better usually due to the following reasons A. Usually downloaded by hundreds so probably safer (e.g. No backdoors), B. Is free C. Is tested by the people who've downloaded it across multiple versions. D. The author gains no benefit and the public plugin is usually updated to latest versions and gets bug fixes regularly (or not updated at all) E. Is usually open source and thus easily editable. These combine to allow the public plugin to get constant updates, have 90% of bugs caught very quickly by multiple server owners, have a community behind the plugin to help you set it up while private plugins are rarely updated to latest, have occasional bug fixes on your request, hard to edit, may be spaghetti code, etc. If I can I would go with a public plugin, if you really want custom have someone fork a plugin announcement plugin, wouldn't it be better to fork something that already works? You'd be paying less and getting it custom.
