Auto rejoin queue plugin

Does anyone know of a plugin that sends people back in to the queue of the server they were just on after a restart? For example if someone was playing Skyblock and the server restarted it would send them to the Skyblock queue so they would be able to join after the server finishes restarting.

It can be possible with bungee support but not vanilla or only-spigot servers. If the server restarts, people quit from the server.
To make that possible is with another lobby, which doesn't restart.
