Autoban for Flying

I need a plugin that will ban automatically for flying. This does not mean that it will ban for using the /fly command. If anything, please make a permission that will have the ability to bypass the check for flying. Keep in mind that on my particular server we also have explosive bows, so it needs to autoban for specifically fly hacking. I'm not willing to pay a lot, if at all, any money, for this plugin, because it sounds relatively cheap to make. Thanks.
