I see many new members and even older members don't have profile pictures. This could possibly help stop that. Basically when someone goes to pick their avatar an avatar gallery is right under the gravatar button. Here is a pre-made Xenforo addon that would work perfectly for this kind of thing, https://xenforo.com/community/resources/avatar-gallery.276/

This suggestion was already created previously, but not with the addon you suggested.
Hasn't been added has it?

Your suggestion is the exact same as that users. You are wanting users without a profile picture to have one, rather that be a preset one or one they select like your idea correct?
No, this addon does not interfere with default profile pictures at all. This simply adds a gallery from people to choose from when they go to add a custom profile picture. Hope this cleared it up :).

The other user is suggesting that the default profile pictures be set as a different, more unique and colorful image.

SoldierAlex here is saying that there should be an option to pick out your profile picture from a gallery under the current options for profile picture. The site would have a few saved with different hairstyles, etc. Look at the addon on xenforo site.

It's outdated and doesn't work on already XenForo updated versions. :(
What version are you using? Many reviews are confirming it works fine for them on 1.5.

I read it. It works because they had it installed before upgrading.

I've already tried installing it on my dev site and it gave me an error. I'll see if my dev can find a workaround.
If it's a simple outdated XML file it shouldn't be an issue.
