Banner to be remade, but smaller size

Hello, I am trying to have my banner remade to be small enough to fit the maximum GIF file size for a certain website, which is 150kb. Currently, both versions of my banner are 3 and 6 times that size. I also need the image size changed from 468x60 to 728x90.

I love the banners we have, I just don't like that I can't use them on certain websites due to their size.

I have a budget of up to $10 if anyone is willing to remake this for me, and possibly remove/change some things around too.

Well I could probably lower the size of the file, but I couldn't actually edit the banner.
