That plugin is a piece of crap and doesn’t work. Try potionenchants by Xpenguin, it’s free.

If you want to customize everything on your own and want to create your own enchants I recommend using https://www.spigotmc.org/resources/-advancedenchantments--create-custom-enchantments--added-holy-white-scrolls.43058/ its very simple to create enchants and customize everything and the developer is very active and fixes issues quickly, its pretty cheap too!
