Best fork to use for a prison server?

So I'm releasing a prison server in like a week... I was wondering, what was the best fork to use?

The server is currently running PaperSpigot 1.8.8, would love to get some professional opinions on what would be a better fork, how, and why?

I'm not really sure, but my friend used to use StellarSpigot and he said that it was the best fork he's used. It's *kinda* expensive thought.
