Best gamemode to start a growing server?

hey guys can u suggest me the bes gamemodes to get players attention?
Already got some perns to get players attention but i need a plugin
I dont want factions

My ideas
Prison
OPPrison
Prison with gangs drugs etc
Minigames

If you want a growing server. make something unique, never seen before content, what people will like. This I have found, will boost your playerbase and donations massively.
Also, try adding small things which players can obtain, that are custom, and if they want more they should donate for them, as it will encourage them to donate, this will benefit everyone involved!

To get a good playerbase, you will need something unique. There are hundreds of thousands of prison servers, opprison servers, etc. I reccomend hiring a server developer that can make custom gamemodes, or ideas.

If I was you, i'd make a OP Prison. But make it Uniqe like no other server has used the idea before because i'm a op prison player, and that's the sort of thing i'm looking for.
