I'm just joking. There is GIMP, Paint.net, etc. Definitely suggest getting photoshop if you are planning to use it a bunch though. Harder to learn these alternative programs. Also, there may be older versions of photoshop out there which you could get for free, I'm unsure.

I use Paint.net* I've been looking for photoshop but I just can't manage to find it but yeah.

I use RealWorld Cursor Editor. It was a free software that works a bit similar to photoshop. a lot basic tho.
It can make a regular image, and a cursor pointer too.
I use it before I have photoshop. It comes in installer and/or zip file, depending on your choice.
