Best Graphics Tablet Under $150? Best program for drawing with a Graphics Tablet?

Hey there, I am looking for a graphics tablet under $150 and a good program (software) for drawing using a graphics tablet. Any tip?

Wacom CTL 471 £50 so maybe like $80
I use it for graphics & osu and I find it amazing, but yes it takes a few days to get used to but after that its much easier to use. if you want a link to the one I bought just ask in PM.

WACOM MASTERRACE. no really i've got the wacom intuos comic and it's amazing

For your budget I'd recommend the smallest intuos model, and manga studio 5 (they sometimes have sales for $15)

I kinda want the hardware part explained more because it's pretty important for me, it's the main thing basically. The program, it can be either SAI or Manga Studio, but I want the hardware part explained more. Basically more opinions and why. Why WACOM and not any other brand?
