Im looking for a good server host for 1 server its going to be regular factions and will have anywhere between 1-100 players. (100 if all goes well on release ) Looking for peoples opinions on a good hosting company. I dont want a dedi or vps

EnchantedNode is pretty lit. Been using them for a little bit.

I think you should really consider a dedi server. The performance is going to be a lot better with a dedi, since you'll be the only server on it. I used to be with https://exileservers.com/, they were okay, but they didn't meet my needs very well. For a faction server, it would probably be fine, but if you plan on doing anything super intensive with your server, I reccomend dedi. I personally use OVH, like many other people here do.
