I am looking for provider's whos offer DDoS Protected Dedi's. Needs to be between 72-164 GB of RAM. Preferably Intel Xeon or higher.

Any idea what specific Xeon you're looking for? We carry everything from Quad Cores to 44 Core Xeons with up to 256 GB RAM.
Something to hold around 25gigs in plugin, and around 600-700 players.

Minecraft is a single threaded application. If you're only running a single instance (server), then you will be limited to only using a single core of the CPU that you're aiming for.

If you're looking to do 600 - 700 players on a single instance, you will be severely limited to the CPU you can use and most of the CPUs that can handle that sort of player count are limited by Intel to either 32 GB of 64 GB of RAM.

You're pretty much looking at the following CPUs that can handle that sort of player count and 64 GB RAM

Intel Core i7 6700K
