Best Mine plugin?

Just wondering what the best Prison mine plugin isn’t that has functionality to reset based on percentage mined as well as show that percentage progressing in a hologram.

That's gone inactive on Spigot and anyway I wouldn't recommend that plugin due to performance issues. Something like AsylumMines or JetsPrisonMines would be a better choice.
