We're looking at 2 gamemodes, plus a hub;

Hub x1
Skyblock x1
Prison/Creative x1
Bungee x1

I was wondering where the best places to host are, decent servers that won't lag and a good uptime with great support.

Looking for less than $20 if possible,

Why not just purchase Minecraft server hosting from a hosting company if you'll be doing that kind of a server setup or even purchasing a dedicated server? If a VPS is truly needed than I suggest checking out ItzMayed 's host called TitanNodes, they have a pretty good KVM VPS lineup which can be found here.
