Best Price/Performance Server Host?

Hey Guys,
a Group of 8 Friends want to start a small Minecraft Project with some Plugins based on normal Survival Minecraft, nothing Fancy. We want to host a Gameserver anywhere but we do not know where yet. May you recommand me some Hosting Organization with Servers located in Germany?

Server will have:
- 10 Slots
- 5-10 Plugins (not really huge ones)
- PaperSpigot
- Pure Survival Gameplay

I wouldn't recommend SparkedHost, I've used them for 5 months and I stg every week there would be downtime of up to 6 hours.

There was this time like 2 months ago where they had downtime for 2 days!

This seems very false. And if we had downtime for 2 days, it was likely because we had maintenance 2 months ago is September, which is when we had a ton of maintenance, which we emailed customers well in advance.
