title, I really want to learn how to create applications for Windows (for ex GUI's).

Um, I've made desktop applications with Electron..... I currently use it still.Literally anybody that answers this thread with anything other than C# or .Net has no idea what they're talking about.
Brother c# and .net are semi-interchangeable.No. To clarify, I had overlooked the title saying “best” language. I noticed others saying various languages and I was offering some alternatives just in case. Personally, I would use .net in an ideal case (not sure about c#), though what I’ve stated previous remains an option. JavaFX is still a strong contender and python is easy to pick up, so there are considerations to make.
You are very self-centered, No need to shut down others on what they give out as an opinion towards a Coding Platform to use.I never said C# was the best for all cases. It is the best language for his scenario, which is desktop windows development. He doesn't want crossplatform development, he doesn't want mac development, he wants desktop windows development. C# and .NET provide a large amount of tools for this such as Winforms, WPF, UWP, and Xamarin. There is objectively not a better option as it was developed by Microsoft for this operating system. Learn your facts before you come and argue.
