Best Spigot?

What is the best 'custom' Spigot jar here on MC-Market that is free for PvP servers. I need it to be fully compatible with Spigot and I would prefer if it was mainly pvp based and not factions optimizations such as cannons.

Why are there many people asking for “free” spigot?
If you really want to create a server, you should put most of your time and money into it.
