Best way of advertisement?

Hey everyone!

So I was hoping to get some experienced server owners to possibly help me out and give me their opinion.

Scenario:
I have a new server with little to no playerbase 0-5 players. Is it best to try and build it up more to around 20-40 players (w/ other means of advertising those being youtubers, etc) then buy a slot or just to buy the slot? Or should I build up more like a 40-60 playerbase?

Then that being said what is the best websites? Can someone give me list in order of their top ranked websites for servers? .org, MCSL, MP, TopG, Index, etc

Depends on your budget, also there's a lot of really small details that no one ever mentions that will get you more people. For example, if you post on minecraft-server.net, there's a bug on their website where you can select way more than 6 gamemode tags for your server. If you select as many as itll let you, you'll get way more players than if you only selected 6 tags. There's lots of other things like this, but you'll just have to learn with experience.
