Not a experienced server owner persay, I just started, but I looked into it... Media is one of the largest ones (youtubers, streamers). Discord Advertising? (Not sure if this one is a good method, but I've heard of it). Word of mouth (self-explanatory). And then voting websites. Entice users to vote. That's basically it.

I would say there are many ways you can advertise nowadays. I use to be a server owner about 6 years ago and the most effective way for me was buying slots on server lists mainly because all it takes is one person to join and purchase an expensive rank. That is how I always looked at it. Now fast forward those 6 years and I am the owner of server lists lol. My second option would be Youtube, try to get people to make videos of them playing on the server. My last one is the server, have a banner that catches peoples eyes, create a unique server theme that looks professional, just have quality stuff. Hope this helped
