Chat rewards. Simple
I got my 6k server chat from being dead and a chat every few hours to active and a message sent every minute on average by doing the following:
• Events, I have done tons of events on and off, I would personally recommend Guess The Number, but that may be bias becuase I have my own bot for that

• Economy Bot, I used unbelievaboat to create a server economy, best choice of my life, got my server talking.
Moral of the story, buy good ads at first, then make sure you find a way to be engaging and unique.
