So I'm an amateur at Java Coding like I can code a simple plugin that for example clear entities or mobs. I'd like to get more advanced or decent at Java and or other Languages. If you guys have any suggestions on how to learn or progress in Java I'd appreciate it.1

Take on more complex projects, look at more complex code, learn as you go! :)

Do you have any suggestions or goals that I should set?
Maybe find a feature of a server you like and try to recreate it. Mess around with new things that you haven't tried before and try to learn from them. I would also try to advance your Java skills like learning things that you feel are important like really understanding and being able to implement the object-oriented paradigm.

Honestly it's just about doing something, like there's going to be a point where you feel like you've made stuff that is cool and don't know how to move forward. This part is going to be difficult to overcome but once you do you're going to be really good. I would suggest just doing anything you can, try to make plugins for free for people and see what they want. Join a group of developers and take on tasks together so you can learn from them.

Best way is actually take part of a little project, right when I was learning PHP, I got involved in a medium project that forced me to learn Laravel.
