Best website builder?

My mom is trying to build her own website. Now she'd like a cheap, but also a very good one. Her budget is around €10/ month and I'm asking you guys what builders there are out there.
It's for her personal blog and a custom domain will be purchased apart.

Use Wix, like said above.

Wix is probably the best, if you want something easy. For the budget she has, it is a solid alternative (and it has a free version for testing it out/building the website).
