I've been a member here for quite sometime now. I'm a channel manager for multiple colocation companies to sell products.

A layer 3 switch is included, the stuff that is included in the cabinet belongs to the colocation company and is included (sale) in the colocation contract. All legal paperwork will be given / sent out on order confirmation from the colocation provider "you will own the hardware". You can join the discord and speak with the engineer for more technical spec on the half cabinet itself.
