/blacklist Plugin Like HcGames

Hello I Am looking for a playing that when you /blacklist {player} it sends a message such as
(&c{name} has been permanently blacklisted from the server} i have a ban plugin known as litebans and it has /banip but i want to clear the bans but i also dont want kids that were blacklisted to be allowed back on. so if someone has / could make me a plugin that does that please reply to this thread!

Will there be a payment? Does the blacklisted have to be stored in a MySQL database, or would storing the blacklisted players over files be fine?

If you want it over files, understand that it will only blacklist them from the one server.

i only have a factions its not a hub

I have one with a fully custom language file and you can remove someone simply by doing /unblacklist if they apologise or if you feel they should be allowed back on.
