Blacklist Plugin

Hello I am starting on an blacklist plugin for MC-Market. If you could give me some ideas it would be great!

It would include:

Customizable Messages
Permissions Configurable

Commands:

/Blacklist (player) (reason)
/unblacklist (player)
/blacklist (10-total)​

What would be the point of the plugin if LiteBan and Essentials both have it and most servers use that.

Blacklist is the same thing as IP-Ban.
