/Block and No Fall Damage Plugins!

Hey, I was wondering how much it would cost for someone to make a plugin where you do /block and all ingots in your inventory turn to blocks, with the remaining ingots staying in your inventory.. Note: I know there are already plugins like this out there but they all seem like crap.

The other one, the no fall damage plugin, I would like it so you could set no fall damage for certain players with a permission like nofalldamage.damage!

Can anyone please tell me how much it would cost for both of these to be made?

That's kind of useless, but if you want it... I bet someone could easily code a no-fall plugin with perms.
