Block Breaker / Block Generator (Command-Block or Skript)

Hey there!

I am looking for a skript or a one-command commandblock, where you can get a custom spawnegg and when placed, it'll make an upside down dispenser with some particles, and it will automatically break the block beneath it. I am also looking for a dispenser that is placed upwards that places random ores, such as diamondore, emeraldore, ironore, coalore, stone, cobblestone, quartzore; please let me know if you can help me out!
