+Block Dupe+

Hey MCM, I'm looking to see if anyone can create me this type of Plugin, anything close or similar to this plugin will do, (For a Prison Server) I'd like a "Block Dupe" Plugin where you mine a block, E.g. Emerald Block and depending on what "Block Dupe" you have you can get;
x1.5 ( .5 chance of doubling the block)
x2.0 (guaranteed chance of doubling the block)
x2.5 (guaranteed chance of doubling the block maybe even tripling)
x3.0 (guaranteed chance of tripling the block)
Etc, Etc.
