Booscooldown Configuration

I've been working so hard on a booscooldown configuration. I've purchased the plugin from the site for 3 dollars and I still am unable to get it working

I need Element rank to have

/Tnt - 5 minute cooldown (300 seconds)
/Fix - 5 minute cooldown

and Elemental
/Tnt 3 minute cooldown (180 Seconds)
/Fix 3 minutes
/Kittycannon 5 minutes.

If you could reply to this so we could discuss further... Maybe on skype? That would be great!!!
