I'd guess it's because HTML5 and CSS3 aren't development. Javascript is the only language he claims to know for development, and there's still quite a bit of things you can't do or are significantly harder to do in js vs something like PhP.

Yes I am aware however I was wondering if s/he just put those images there for design sake or if they actually know those languages rather than only knowing how to use a program such as photoshop to do website design.
