Broken Plugin Help

Hi, I recently had a developer on mcmarket create a plugin for me. I started with a down payment and later on when he proved to me that he was working on the plugin, paid him half the payment. He then showed me the rest of the plugin so i paid him the rest of the payment to receive the plugin. As soon as I received the plugin I load it into my server. A bunch of errors appear and it doesn't work at all. I've paid a very high price for this plugin. I'm still waiting for a response and was wondering if it would be too much to ask for a refund since this is such a hassle to deal with. During the plugin development, I told him a feature I wanted added, he forgot to add this feature and told me that if it takes a while to recode then i would be charged. I never know the right times to ask for a refund.

Edit: Talk to M6Gaming He is a scam resolver, however, getting the money back can be hard, try to dispute it on paypal. Or give them a call.

I don't think he's scammed me yet, as he was proving to me he was working on the plugin. He has only avoided me for two days which I believe to be reasonable. I will update on that. But my question was when is it acceptable to ask for a refund? I have the feeling that if I asked for a refund then any developer would feel angered because they have been working on the plugin. It's taking longer than expected and he would also charge me for additional feautures that i have already included. He has a decent reputation on mc-market, that's why I didn't want to give away his name. I just don't like doing business with these people who are strictly business orientated and that'll change the price every feauture that they run into. Would a refund be too much?

Most scams take place within a day, if he isn't answering you and is still active on here or skype, then you got scammed, however, give it another day or 2 and then make a scam report, if he doesn't get in contact with you.

If he doesn't fix the errors in the plugin and add the features you asked for.. you should 100% be getting a refund. Also about the ignoring you for 2 days that is a pretty big sign he might be trying to scam you unless he already told you he would be busy or something.
Said the same thing at the same time lol :p

Update: He's finally replied. After many inconsistencies and waiting, I've decided that I wanted a refund. Since I did not receive any working files, I thought it would be fine. He said if I posted on mc-market, then he will give me the open source code and wont issue a refund along with stop working on it. I just want my money back so that I can get my plugin done by a more experienced developer. He said that I would be the scammer in this case. I honestly just don't want to deal with these kinds of developers, so can somebody tell me if I'm in the wrong here?
